On January 28, 2021, President Joe Biden signed a Memorandum on Protecting Women’s Health at Home and Abroad. Like many other documents in the world of politics, this document is misleadingly named; it ought to be referred to as a Memorandum on Promoting Abortion Worldwide.
The Memorandum states that it is the policy of the Biden administration “to support women’s and girls’ sexual and reproductive health and rights in the United States, as well as globally.” It goes on to falsely argue that pro-life policies implemented by the Trump administration have endangered women and hamstrung U.S. efforts to deal with various public health issues.
Unfortunately, the Memorandum rescinds one pro-life policy and begins the process of rescinding another. The rescinded policy is the Mexico City Policy. First implemented by President Ronald Reagan in 1985, the Mexico City Policy bars federal funds from being directed to foreign non-governmental organizations that perform or promote abortion. Since 1985, the policy has been implemented by every Republican president and has been rescinded by every Democratic president.
The Memorandum also directs the Secretary of Health and Human Services to consider withdrawing the Protect Life Rule. Implemented in 2019, the Protect Life Rule removed a requirement that federally-funded family planning clinics provide abortion referrals and counseling. It also forbade recipients of Title X funds from providing abortions in the same facilities where they offer Title X family planning programs.
The Mexico City Policy and the Protect Life Rule have one thing in common: They both save lives by starving the abortion industry of funds.
Furthermore, the Memorandum orders the federal government to withdraw the U.S. from the Geneva Consensus Declaration. Signed by more than 30 nations, the Declaration asserts that there is no international right to abortion.
Once upon a time, Joe Biden was a pro-life Democrat. Whether due to moral confusion or political expediency, his position on abortion has shifted in the wrong direction. With this Memorandum, the Biden Administration has staked out a callous, hard-line stance in which human life is treated as dispensable. Christian Americans must be prepared to work tirelessly against this President’s abortion agenda.
